Release Notes for EZ-Capss Second Hand Dealer System version 1.0.1.9

New Functionality:

  • Supporting touch screens for customer signatures.
  • When a signature and/or fingerprint wasn’t able to be captured digitally, the customer record can still be completed by selecting the Signature on File check box and/or Fingerprint On File check box.  This puts an image on the customer record reflecting this process. This allows the item for these customers to be sent to CAPSS.
    • Please note that CAPSS requires an image to be sent, but your police department requires a fingerprint to be available. We highly recommend that an alternative fingerprint image is acquired, so our recommendation is to take a traditional/paper based fingerprint to be acquired at the time the transaction is consummated. The fingerprint needs to be attached to the copy of the receipt and kept for access by local PD in case it is needed. It is the responsibility of the Second Hand dealer to make every effort to provide the need required information.
  • Image of customer can be added to the customer record.  This is done by the user taking a picture of the customer and saving the file to their computer.  Once on the computer simply drag and drop the image on the Customer Image place holder on the customer record in EZ-CAPSS.
  • Image of customer ID can be added to the customer record.  This is done by the user taking a picture of the customer ID and saving the file to their computer.  Once on the computer simply drag and drop the image on the Customer ID Image place holder on the record in EZ-CAPSS.
  • Added selection events to phone number, mobile number, and fax number fields to better allow editing and select text.
  • Images for each item can now be added to a property transaction.  This is done by the user taking a picture of the item and saving the file to their computer.  Once on the computer simply drag and drop the image on the selected property transaction Image place holder.
  • When viewing the license status, the connectivity lights are refreshed.
  • 2d Barcode scanners are now supported to scan license barcodes for the creation of the customer record. We now support additional hardware that greatly simplifies the creation of the customer record. Visit our website for additional information.
  • Support for new bill.  On the Action Center screen we color code each item indicating if the item can be sold or not, and how many days are left before the item can be sold:
    • Section 21636.1 is added to the Business and Professions Code, to read:
o   21636.1.
    •  (a) Every secondhand dealer and coin dealer shall retain in his or her possession for a period of seven days all tangible personal property, as defined in Section 21627, reported pursuant to Sections 21628 and 21630. The seven-day holding period with respect to tangible personal property shall commence with the date the report of its acquisition was made to CAPSS.
    • (b) During the seven-day holding period specified in subdivision (a), every secondhand dealer and coin dealer shall produce any tangible personal property reported pursuant to Sections 21628 and 21630 for inspection by any peace officer or employee designated by the local licensing authority or the Department of Justice.
    • (c) Tangible personal property subject to inspection as specified in subdivision (b) and all tangible personal property held in pawn that is stored off the business premises of the licensee shall, upon request for inspection, be produced at the licensee’s business premises within one business day of a request by the local licensing authority or the Department of Justice.
    • (d) (1) If 5 days have elapsed since the transmission of the report of acquisition pursuant to Section 21628 or 21630, the remainder of the seven-day hold specified in subdivision (a) shall not apply to any tangible personal property sold by the secondhand dealer or coin dealer when the following are present:
    • (A) The secondhand dealer or coin dealer has recorded the sale in its book of records.
    • (B) The record of sale includes:
    • (i) The name of buyer to whom the tangible personal property was sold.
    • (ii) The buyer’s address.
    • (iii) At least one of the following:
    • (I) The buyer’s telephone number.
    • (II) The buyer’s email address.
    • (III) The buyer’s electronic address for receiving text messages.
    • (2) In documenting the record of sale as set forth in paragraph (1), the secondhand dealer or coin dealer shall record the information provided by the buyer and shall not have any duty to verify the accuracy of the information provided by the buyer.
    • (3) The information collected pursuant to this subdivision shall be retained by the secondhand dealer or coin dealer for 21 days following the date of sale of the property by the secondhand dealer or coin dealer and shall be available for inspection by a local law enforcement agency during this period.
    • (4) If a sale of property is made pursuant to this subdivision, and within 21 days of the sale a local law enforcement agency notifies the secondhand dealer or coin dealer that the property has been reported stolen, the record of the sale and all information contained therein shall be provided to that local law enforcement agency by the secondhand dealer or coin dealer upon written request by that agency.
  • Color coding for items not submitted or having errors is now implemented on the Unsubmitted or error grid on the Action Center Screen.  Red indicates item has not been submitted, and orange indicates an error.

 

Bugs/Fixes:

  • The behavior of the date fields has been improved.
  • Fixed spelling of Transaction
  • When EZ-CAPSS is minimized then closed from the taskbar the application would be off screen when starting back up.  If the application is off screen on startup it will automatically move to the upper left-hand corner.
  • Added validations to the customer screen when closing this form. This prevents a customer record from being created when no name has been entered.
  • When a customer has been added and not saved, then a user tries to add a new customer the original customer record gets overwritten.  Validations now prevent this case from happening.
  • On occasion when an item is transacted to CAPSS the submit status is returned as “NEW” instead of “COMPLETE” which makes the transaction look like it failed and remains in the unsubmitted or failed grid in the Action Center.  A background process now polls CAPSS for these items and gets the updated status.  This is due to processing time with the CAPSS server and may not have finished processing the item before the status is returned.
  • On a customer record if you start a signature and don’t click the “Complete” button but rather try to save the customer, the signature is lost.  A validation has been added to prevent this.
